Mubarak is just like that, he can't step down because he's never stepped down and he doesn't know how, his only job has been one of power and he's being fired by the people he looks down on, which is an understandably difficult situation.
Yes, he should step down, but don't expect him to do so willingly or swiftly.
If he left the power they can't control state powers anymore and they will find their dirty businesses.
